The Planning Department currently has four full time employees. Here is little bit of information about each of us.
Jared Yost, GIS Manager/Urban Forester
Jared Yost is the administrator of the city's GIS (Geographic Information System). Jared has a BS in Biology and is GIS certified. Jared has over 24 years of experience applying GIS. He has worked for the USFS, IDF&G, Rocky Mountain Research Station and locally for Black Diamond Engineering and GeoData Technologies. In the last two years Jared has moved the city from a primarily paper based system of information management to an enterprise level geodatabase. Jared creates time-saving tools that provide access to information for the public, city employees and Council. In his free time Jared enjoys exploring the area with his family.
Ryan Shea, Assistant Planner
Ryan has lived in the Inland Northwest most of his life and after experiencing life abroad he formed a strong desire to have a positive impact in local communities. He is currently the staff liaison to the Historic Commission and the Sustainability Committee. Ryan holds a BA in International Affairs and a MA in Urban and Regional Planning, both from Eastern Washington University.
Melissa Bethel, Associate Planner
Melissa has been with the City since 2005. She received her BA in Political Studies from Whitworth College, and a J.D. from Gonzaga University School of Law. Currently, Melissa serves as the staff liaison to the Sandpoint Arts Commission and the Sandpoint Urban Renewal Agency.
Aaron Qualls, Planning & Economic Development Director
Aaron arrived in Sandpoint in 2006, lured by the surrounding beauty and strong fabric of community. Since arriving, Aaron has served as a Planning and Zoning Commissioner from 2010 to 2012 and as a Sandpoint City Council Member from 2012 to late 2013 before accepting a job with the Planning and Zoning Department. Aaron has also served on the Parks and Rec. Commission, The Downtown Business Association, and the Downtown Streets Redesign Steering Committee. Aaron holds a BA in Anthropology from the University of California, Santa Cruz and a MA from Eastern Washington University in Urban and Regional Planning.
